Question: Organization of RASCOM

Answer: A civilian was nominated to be the Chief Executive Officer (Senior Resident). The Military under the command of a Brigadier General controlled all aspects of military operations and troop deployment, the size of three infantry battalions, one Police Field Force battalion plus the support elements of an infantry brigade.

The Airforce and the Navy besides providing the air surveillance and naval patrols were engaged in providing the supporting roles for troop deployment, re-supply, Medical Evacuation (MEDEVAC) and the Body Evacuation (BODEVAC).

The Police and the Border Scouts (BS) under the Principal Staff Officer (PSO Pol) with the rank of Assistant Commissioner Police (ACP) were tasked to provide the para-military deployment besides the normal crime prevention duties. The Border Scouts that came under its wing provided the area security especially in the hotspots or the Resettlement Scheme. The AC SB RASCOM provided the intelligence regarding the CTs movement.

The Civilian set up consisted of the Civic Action Group (CAG), the Tenants Registration Team, the Food Denial Team and the Regrouping and Resettlement Team. The CAG Team was the biggest among the agencies, comprised of the representatives from the Agriculture, Land & Survey, Medical, Information, Home Demonstrators and Welfare Department. Their tasks were to provide all the necessary assistance to the settlers besides organizing the "Civic Assembly".

The Food Denial Team was responsible for conducting checks on provisions and food supply, moving up the river. Checks would include sundry shops, mobile shops (bandung) along the Btg Rejang. On the other hand, the Tenant Registration Team conducted checks on house owners and all the other particulars, making sure they did not harbour anybody besides their own family. Lastly the Regrouping and Resettlement Team was asked to oversee the implementation of Ops GEMPURU, the finance and budget allocation.

Daily at 0930 hrs, RASCOM would hold its “morning prayers” and all the Heads of Department would be required to attend. The Civic Assembly would be held monthly at different locations to provide the venues for the local populace to air out the discontentment and discuss their problems.
